Audit
REMINDER
If your audit is completed, please turn that audit in with your proposal (2 copies). However, OFCY will not be requiring that applicants submit an audit with the submission for the 2006-2008 proposals. We will, however, require that applicants submit a letter from their CPA veryifying that an audit for 2004-2005 is in process. If your audit is completed, please turn that audit in with your proposal (2 copies).
If the organizational budget is $100,000 or more, a full and complete audit of the applicant's organization must be submitted by March 1, 2006. If the organizational budget is under $100,000, then a CPA Review of Financial Statements with Cover and/or Management Letter will be sufficient and due by March 1, 2006.
Again, if your audit is completed, please turn that audit in with your proposal (2 copies).

Applicants proposing services at Oakland Unified School District facilities:
Please make sure to email or call Mary Ann Burke (OUSD Grants Office) if you plan on submitting an application that proposes services to take place at an OUSD facility or school. You must submit a Grants Face Sheet in lieu of a Letter of Agreement (Attachment K) with the school/facility.
If you are not sure about whether you should submit a Grants Face Sheet with your OFCY proposal, please contact the OUSD Grants Office directly.
The deadline to submit the OUSD Grant Face Sheet is Tuesday, January 3, 2006 from 9 a.m. until 12 p.m. All OUSD Grant Face Sheets that have been signed by the each school site principal participating in the program must be submitted with a draft grant narrative, a completed budget, and completed OFCY forms to Mary Ann Burke, OUSD Grants Coordinator, in Room 312 located in the main administration building at 1025 Second Avenue.
OFCY will accept copies of the submitted Grant Face Sheet at the time the OFCY proposal is submitted on Monday, January 9, 2006. The grant applicant will be responsible for faxing or mailing OFCY an approved copy.

Comprehensive After School Programs
It is the intent of the OFCY and the Comprehensive After School Program RFP to encourage and fund school- based after-school programs that fit the definition of Collaborative Programs, as defined by the RFP. Per the RFP:
"A collaborative must consist of three or more agencies, each contributing substantial participation toward a mutual goal, and at least two of which are proposed to receive OFCY funds. OFCY strongly encourages collaboration between private nonprofit and public entities to create and/or to strengthen linkages that maximize the cost-effectiveness and quality of service delivery. Collaboratives should strive to incorporate existing programs offered at school sites and by Oakland Parks and Recreation Department and Oakland Public Library and should examine how other partners will be best coordinated within the model.

*Although the RFP does not require school-based sites to apply as collaboratives, in keeping with definition and the intent of After School Initiative (school-based comprehensive after school programs), there will be preference given to those applicants who incorporate the collaboration model into their proposals.

Pre-proposal Feedback
Please assume that your pre-proposal was okay, unless you receive and email and/or phone call from OFCY staff. Due to the volume of pre-proposals, 82 in all, we will only contact you if there are questions or concerns.
The pre-proposal process was designed to help OFCY staff obtain preview into some of the more complicated programs and to provide any support and feedback before the full proposal is due in January. We will be done contacting organizations by the close of business Tuesday, December 20, 2005.

In-person Consultation
Per the RFP, OFCY staff will be available the week of December 27-30 to meet with potential applicants.
Staff will be able to check your proposal for completeness, check if the forms are filled out correctly, and answering any lingering questions potential applicants may have. Staff will not be able to provide advice on how to make the best proposal, the feasibility of your proposed program, or provide any support outside of the scope of the RFP.

We discovered a typographical error
In the Comprehensive After-School RFP, Section VIII (program narrative), question D.3. states:
"3. How does the proposed program meet the strategy components & requirement as identified in Section VI, Parts B & C of this RFP?"
It should state:
"3. How does the proposed program meet the strategy components & requirements?"
